Public education is the only way! Consolidate employees!

The Court of Justice of the European Union clearly stated that the Spanish public administrations have for years been systematically abusing contingent personnel by providing the jobs that the structure needs through interim staff. In other words, there has been a situation of abuse of interim staff, since many of them have for years linked occasional contracts successively.

The Spanish State published Royal Decree 270/2022, but instead of seeking a solution to the thousands of workers who suffer abuse against the European directive, it talks about the stabilisation of jobs and not of workers, with a very poor and disrespectful interpretation of those who have been workers under the administration for years.

In the CAPV there has been no improvement, the decree that comes from Spain has been directly applied, nor has the Department of Education made any improvement due to the competence that grants it the level of autonomy. It has not allowed us to have a real negotiation on the abuse of interim staff. The Department has altered the time limits by robbing trade unions of the possibility of identifying and negotiating jobs. In this respect, the number of jobs published in the current job offer is far from the 8% reduction target. In addition, it remains to be seen how these jobs will be offered. We will try to channel the negotiation to bid from Steilas as many places as possible in merit contests and we will continue to fight wherever necessary.

Steilas has always claimed another model of opposition, because what we have today is very memorial and has nothing to do with the profession of magisterium. In addition, with negligible evidence, they are unsustainable processes full of obstacles to the detriment of teachers and schools.

We have always argued that the consolidation processes that are now exceptional by the European Union should be the usual ones at Steilas. The means for the establishment of long-standing interim staff should always be open, along with competitions that would not be so memorable. That would be double access, through which access for all workers is guaranteed in a balanced way.

It is clear to us that the establishment of educational staff is essential, not only because it has been sent from Europe, but also because the interity that exceeds 30% in public administration is unacceptable, because it violates the working conditions of workers and creates tremendous instability in the education system.

In addition, we must not forget the intentions agreed in the educational pact, nor the privatizing educational policies enshrined in the draft decree on the organization and planning of the network of non-university educational centers of the CAPV. It is clear that under the concept of public educational service, the Department of Education aims at rescuing private centers and perpetuating the concerted ones. If we add to this the fall in birth rates, we can expect that in the coming years we will have to suffer a significant loss of employment. For those of us who believe in the Basque Public School, therefore, the greatest number of jobs must now become structural. However, the Department of Education has offered us an absolutely inadequate amount. Surely, if I were firmly committed to the future of public education, I would not be afraid to turn more jobs into structural.

Therefore, at Steilas we want to make it clear that we are prepared to use all the resources we have, whether it be negotiation or mobilisation, to combat interity, to defend workers and to make a strong defence of the public education system.
