The Abertzale coalition wants to discuss the matter in the permanent Member of the Basque Parliament, where it has an absolute majority. It proposes that each citizen over the age of 18 be given four Bonus Stores of 25 euros, through which purchases can be made in small commerce. Purchases could be made within two months of the withdrawal of the containment measures and one of the conditions would be to use each bond with a minimum purchase of EUR 75 – in the case of cultural products, EUR 60 would have to be spent.

EH spokesman Bildu, Iker Casanova, has stated that "local trade is in the most difficult situation in history due to the coronavirus crisis, which requires the most daring response from the Basque Government".

In total, there would be more than seven million purchases, according to Casanova data, and bonds could be used both in shops and in accommodation, but always on the same condition: "They could only be used in micro-enterprises that are closed to lockdown, i.e. that have fewer than 10 workers and a turnover of less than 2 million euros", he added.

EH Bildu considers it essential to launch this and similar initiatives so that the coronavirus can reverse the economic damage caused to small shops. And even if the initial investment is high, its benefits would be remarkable. The Basque Government would have to contribute EUR 200 million, but it would drive consumption above EUR 600 million and indirect taxes would amount to EUR 140 million.
