The World Health Organization (WHO) states on its website that "until now there is not enough evidence for healthy people to choose to use masks (medical or any kind of)." He notes that medical masks (both surgical and class N95) are scarce and should be reserved for medical personnel. It recommends the use of face masks for health personnel, for people with symptoms and for everyone who cares for the sick.
The European Centre for Disease Prevention and Control published a report on 8 April. Based on the results, all citizens recommended the use of the mask. In fact, he concluded that asymptomatic people spread the disease: "The mask helps to reduce the spread of infection by reducing the droplets that secrete infected people while breathing, and these people may not know they are infected because they have not yet begun to develop their symptoms."
To protect themselves and their loved ones from COVID-19, the WHO states that "it is more effective than masks to frequently wash their hands, cover their mouth with elbow or scarf and store a minimum distance of one meter with others". Remember that as these protective measures are more effective, the use of masks should not replace the others.
