Agreement 5/03-2023 of 22 March of the Board of Directors of the Haurreskolak Consortium approving the offer of places of the Haurreskolak Consortium, its functioning and the rules for the registration of children for the course 2023-24, includes the changes that will take place in the Children's Schools of the Consortium during the following year.

We have heard in the press, radio and television that the nurseries of the consortium have been free of charge since 2023-2024. This gratuitousness, however, entails a series of small changes that do not meet the needs of parents at all.

Among the changes is, on the one hand, parental labor dependency at the time of registration. That is, to be able to register the child, the parents must be necessarily busy, they cannot be on paternity leave or leave for childcare, with which this implies.

On the other hand, some criteria used for baremar are often absurd. There will be significant reductions in hours and flexibility, which will make the reconciliation of families completely dependent. Finally, there will be a minimum requirement for assistance not to be fired.

With all these changes in the registration of the Haurreskola Consortium, we now want to make known the situation of the Haurreskola Txiki Txoko of Oñati and explain some cases of it:

1. Since the parent of a student who wanted to enrol in the 0-1 year class still does not have four weeks of paternity, he has not been admitted. Each family knows when it needs those weeks for good conciliation, forcing their father to take them in September. Need grandparents or a person hired to care for the child.
2. In the classroom of 1-2 years, since the course of 2022-2023, the squares of the two classrooms that are almost in it were occupied, so 14 of the 20 enrolled families were on the waiting list at first. The consortium has approved the opening of another room, so they have finally been accepted. However, all places are covered and if someone had to register during the course they would not be able to do so.
3. The open room does not yet guarantee its incorporation in early September. The City Hall will be on the site and will do everything possible, but it is in the air and the families are worried.

Following the concerns of families, we also have:

1. The time reduction does not favor family and work reconciliation. There are many families working outside and they do not have enough to reconcile the child with the schedule, even more so if there are two or more children. In these cases, in addition, if you have children in two different buildings and you have to put them together or leave them at the same time it is impossible to reach both. Furthermore, the consortium is aware that this schedule does not cover the needs of all families. We also know that a pilot experience has been carried out in the capitals with a timetable up to 19:00 and that it has not been a success. Why not divide these three hours in the morning by opening them before and after in the afternoon? They say that the consortium has analysed the schedules of registered children and have seen that the timetable is the most chosen. But this is a consequence of the need for grandparents and other paid people. What will families who do not have this aid do? The consortium itself talks about the possibility of family cuts and/or permits, but the socio-economic situation of each family is known and cannot be based on it.
2. Criteria for registration (scales) are also very controversial. As an example, we have to work in or outside the village. The first scores more than the second, but in the second case the need is greater.

This new order blocks all the progress made in conciliation over the years and is an indication that we are going further.

Gratuity cannot be an exclusive and restrictive proposal designed to exclude families. And unless it violates the rights of families.

Therefore, we would be grateful if the Consortium would study and adapt to the needs and demands of families.
