The constitution of a progressive government presided over by María Chivite and formed by members of the parties Geroa Bai and Podemos Dugu (with the external collaboration of I-E and EH Bildu) left Navarre in the political Suma linbo, despite being the most voted candidate, with 20 seats in the Foral Parliament.

Consequently, and after a long journey of eight years, within the UPN an internal debate was opened between the sectors of the boin and the toga, and UPN left the Navarra Suma coalition, becoming diluted in Navarra Suman to recover its original identity (navarrista and foralista) and reedit the Theory of the Gaztatxo Sanciano – the power in Navarre between PSN.

It has traditionally been believed that UPN would consist of two caricaturized sectors, such as the "boina and boina", which would refer to the voting sector of the UPN, in front of the rural sector of Navarra Media and Ribera, and after the 40th anniversary of the UPN, the internal concern of the UPN, known by Miguel Sanz as the boin sector. Likewise, media intelligence is characterized by its extraordinary ability to discover the weaknesses of others and to use them for its own benefit, as well as by its ability to carry out complex actions that voters initially cannot understand (break the Navarre Suma coalition), whose objectives are projected towards the middle future (to govern with the PSN and condemn the ostracism of the nationalist parties).
