Is it possible for aircraft to derail the wind power plant project between Zizurkil and Usurbil?
  • The wind power plant Ezkeltzu, which the company Green Capital intends to install on the land of the municipalities of Zizurkil and Usurbil, has a drawback to its measure: State Aviation Safety Agency (AESA). Apparently, aircraft carry out "an interference change of manoeuvre" in the area and during the development of this manoeuvre can interfere with the four 200 metre windmills contained in the project, or any of them.

In early June AESA informed Green Capital that some elements of the Ezkeltzu wind power plant project could not be authorised. Green Capital submitted allegations to AESA, expressing its disagreement and AESA has not spoken its last word to date. But this incompatibility with the planes didn't come as a surprise to them. In January 2023, Green Capital had already warned of this problem that the Government had in the Ezkeltzu project.

If AESA does not state that the height of the wind power plant is compatible with the needs of Hondarribia airport, the Ezkeltzu project of Green Capital cannot collect the Prior Administrative Authorisation and the Environmental Impact Declaration.

Green Capital is in a hurry to obtain approval from AESA, as on 21 June 2024 the Basque Government Territorial Delegate of Industrial Administration in Gipuzkoa requested the company Green Capital to resume the request or declare the expiry of the dossier. However, it remains to be seen when it would be "expired", as the deadline had not been given yesterday morning: The Government Dossier states that "the maximum period for resolving" was 26 July 2022, but that "the situation of the deadline: has not been suspended", as can be seen in the figure below.
