The refusal is clearly imposed in Chile and Boric organizes a new constituent process

The Chilean constitution, designed by the Chicago Boys group and which entered into force the regime of the dictator Augusto Pinochet, will remain in Chile for the time being. The outcome of the plebiscite held on 4 September is clear. Counting 99.99%, 7,878,434 people have shown their opposition and 4,855,507 in favour.

Supporters of the refusal have come to the streets in the capital of Santiago and other cities to celebrate it.

Dissatisfaction has been evident among those who have opted for change, who have demonstrated their ability to mobilize in the final straight line, but have not managed to reverse the dynamics of the surveys for months.

All the country's hegemonic economic powers and almost media have defended its refusal, highlighting the newspaper El Mercurio. For this alliance on the right, the loser has been President Gabriel Boric, who supported the text of change. But this, even if he won the negative, had already paved the way. "The Chilean people have spoken in a strong and clear way," he said. The Chileans have asked for a new opportunity for us to meet and we have to give level," he said on television recently known results.

How to start a new process?

The Rejection campaign has managed to shake the fear of the new constitution. They have worked fundamentally around two main axes: on the one hand, the recognition of the rights of the people of origin, which implied a substantial change in relations with the Mapuche people. The main Mapuche agents have opted for constitutional change and have carried out the campaign. Secondly, the right to abortion, a central theme of the Latin American region.

In October 2020, almost six million Chileans, 78% of those who voted, adopted by referendum the drafting of a new constitution. After the results of 4 September, although President Boric has said that they are going to start a new process, it is not clear how it is going to start.

The rejected constitution was drafted by a joint committee, half female for the first time in the world and seventeen seats reserved for indigenous representation. A Mapuche head, Elisa Loncon, has been the first chairman of the committee. However, the right has boycotted the process from the first minute and disseminated in the media, which was a maximalist text.
