The Basque Government will allocate an additional EUR 10 million over the next four courses to the Euskaltegis of popular initiative to improve the working conditions of teachers. In four years, teachers’ salaries should be improved by 36% and the number of annual school hours reduced by 26.5%.
The aim of this agreement is to improve the working conditions of teachers so that it is attractive to work in the Euskaldunization of adults. In fact, the working conditions of local initiatives are lower than those of municipal Euskaltegis: in terms of salary, the difference is 40% and in the teaching hours that are taught there is a difference of 26%, since the popular initiative dedicate 1,000 hours and those of municipalities 735.En in recent years, the number of teachers who work in Euskalduniisation of adults has decreased and the course of work has decreased. Moreover, the profile of the teachers of popular initiatives has aged a great deal – one third of the workforce is over 50 years old – and Euskaltegis has difficulty attracting young people.
As is currently being done, HABE will deal with grants and public funding for the Basque Country from 63% to 70%. In this way, it is intended to equate the conditions of about 1,300 professors who work in private Basque Country with those of the public network. Within four years, the salary of EUR 25,000 charged by teachers would rise to EUR 34,000 and the 1,000 school hours would fall to 809 hours.
Euskaltegis of local initiatives have described as "satisfactory" the agreement reached, to which they have felt as recognition of the work carried out over the last 40 years. They have, however, pointed out that this is a starting point, and they have put on the table some lines that still have to be explored. Among them, they highlighted the issue of tuition prices and gratuitousness, and the question of remuneration received in cooperation with the administrations, demanding price adjustments to the new framework.
