The surveys predicted that in Vitoria the competition was going to be between the PNV and EH Bildu, but it was finally between EH Bildu and the PSE. The list of Rocío Vitoria won thanks to the difference of only 1,000 votes; EH Bildu has won 7 councillors and the PSE 6 (matching the number of councillors of 2019); they have also won 6 votes the PP (winning one) and the PNV (losing one), although they have been a little lower. The Podemos coalition has won 2 councillors.
Main municipalities
Also in Laudio and Agurain EH Bildu has taken the first place to the PNV, returning the results in both to the very small side: In Laudio the coalition won 29 votes and 7 more councillors than the PNV, and the PNV 6 in Agurain won 55 votes and a difference from one councilor. Amurrio has been the only large municipality in which the PNV has managed to stay, repeating the results of 2019 (PNV 8; EH Bildu 7). In Iruña de Oca everything is as follows: PSE has won 4 councillors, PNV 3 and EH Bildu 2. In Oyón, the most populous municipality of Rioja Alavesa, there has been a spectacular revolution: EH Bildu has won 5 councillors winning 3 and has become the first force. In Joy-Dulantzi the PNV has been the first candidate (5 councillors), winning the independent candidature (4).

In Treviño County, Treviño’s independent candidacy has held an absolute majority. In Arganzón, in 2019 EH Bildu achieved a historic victory in a territory such as Burgos, but in 2023, despite having achieved the same number of councillors (3), the PNV has achieved the first place and the absolute majority (4).

In Álava’s foreign elections, the PNV has managed to maintain its first place, but for very little. EH Bildu goes from being the first force to 1,200 votes. The lords have won 15 seats and EH Bildu 14. The PSE will have 9 representatives in the general meetings (one less) and the PP (one winning). We can have lost a lot of votes and got 3 seats (one down). Vox has managed to overcome the 3% barrier and thanks to the 4,500 votes obtained, the far right will have a representative in the Council of Álava. As in Vitoria, the composition of the new government is not easy to recognize, but what is clear is that losing the absolute majority of the PNV-PSE changes things.

Abstention
The result has been conditioned not only by the votes cast, but also by the votes cast. In Vitoria, the PSE, the PP, the PNV and Elkarri have lost their votes on 2019. EH Bildu was the only one who grew very modestly (300 votes). In Álava, PNV, PSE and Elkarri have lost votes: and wins EH Bildu (3,000), PP (1,000) and Vox (2,200). Abstention has increased by 17% (from 34% to 40%) in Álava, confirming the trend in recent years. Apart from the thousands of Alaveses who lack paper and therefore voting rights, 6 out of 10 citizens have gone to the polls and 4 have not.
