The CAV Official Gazette of 7 June has published the rules of the third phase, signed by lehendakari Urkullu. The Government of Navarre has further tightened the limits of capacity and has decided to maintain its control.
Summarising here the CAPV rules:
It will be possible to circulate without limit between Bizkaia, Álava and Gipuzkoa. In public transport, the frequency and capacity will be 100% recovered, and users will have to use a mask "and they will have to leave a distance of two meters".
Groups of up to 20 people can be gathered "in private homes and premises or in open spaces for public use, respecting the rules of protection and minimum distances of two meters between people".
Libraries will be allowed 60% of the authorised capacity of libraries and a minimum interpersonal distance of two metres must be maintained. By returning the graduated books, they will be at least a week.
In museums, fairs, cinemas and theatres the capacity will be 60% and armchairs will be booked in advance. Interaction between artists on stage will be allowed.
Cultural activities in enclosed spaces may accommodate up to 80 pre-allocated places and up to 1,000 persons in open air spaces, with pre-allocated seats and with a minimum separation of two metres between them.
In sports facilities (including swimming pools) the limit will be 60% of its capacity. Changing rooms and showers may be used, complying with the protection rules and leaving a minimum distance of two metres between persons.
Team training and interaction between rowing athletes and fixed bench ball are allowed in all disciplines "so that from June 20 they can prepare the start of competitions".
In the other sports disciplines, "they are also allowed to work and train as a team, provided that the standards of protection are respected and a minimum distance of two meters between people is maintained".
In hospitality, restaurants, txokos and gastronomic societies there will be no limitation of capacity, provided that a distance of two meters between tables or groups of tables is guaranteed. Access and service is permitted on the bar provided that a distance of two meters is respected between customers or groups of customers.
Nightclubs and nightlife bars will remain closed.
Trade fairs and shopping centres will be able to use 60% of their capacity.
Childcare facilities and schools for children up to 3 years old are allowed to be extended, with places limited to 60% of their usual maximum capacity or ratio.
Children and youth leisure activities may be carried out, with the following limitations: in outdoor activities the number of group participants will be 60% of the usual average and the maximum number of groups will be 200. Participation in closed space activities will be 60% and the maximum group will be 80 people. In both cases, activities should be organised in groups of up to 15 persons.
In the educational sphere, classes will begin in the closed center of minors Ibaiondo and in the territorial centers of educational care hospital, domiciliary and therapeutic-educative.
In universities, they will be able to carry out classroom academic activities "as long as such activities cannot be carried out differently from face-to-face activities".
