The Provincial Council of Bizkaia is negotiating with private company members the Mureta shipyard. The goal is to buy 32,000 square meters for Murueta, among others, to build a new Guggenheim in Urdaibai. The Deputy for Infrastructure and Territorial Development, Carlos Alzaga, has warned that the process will be "long" because the company Mureta Shipyards continues its activity, with the demolition of buildings and the elimination of soil pollution.

In addition to the private land owned by Murueta, the Provincial Council of Bizkaia intends to use the existing public land in its surroundings and to draw up an “environmental recovery” plan. These lands belong to the Spanish State and the Murueta shipyard has a concession for the operation of two dry dikes, several escolleras, several docks and a small esplanade. The Member announces that the concession will not be renewed.

The Member has received many criticisms in recent months about the use of public funds and land for private projects. For example, members of Vegetable Future took an action at the Guggenheim Museum in Bilbao to denounce the project.
