Charge four other people for Osakidetza test leaks 2016-17

At the request of the LAB trade union in the popular initiative, on 2 Vitoria-Gasteiz The magistrate of the Court of Instruction No. 2 of Vitoria-Gasteiz charged another four people for the leaks of the tests of Osakidetza 2016-2017. The latter have been the head of the Traumatology service of the Alto Deba area, two authors of the first study of Plastic and Reparative Surgery and an opponent of the category of Plastic and Reparative Surgery. In total, there are eleven accused of fraud in the Public Employment Offer (OPE) of the Medical Specialists. On the other hand, six of them will also be cited as witnesses to the case.

In addition to the four defendants, the sixth member of the Plastic and Reparative Surgery Jury of the High Court of Justice has also been cited. All of them will give their explanations on 6 July. That is what the LAB trade union said in a note issued this Tuesday by the Basque Parliament's Follow-up Committee. The witnesses are six: one will testify on 8 June and the other on 6 July.

The first witness will be José Muñiz Fernández, professor at the University of Oviedo, specialist in performing the psychometric examination requested by the Department of Health of the Basque Government. The witnesses to be convened in July are five: two members of the Medical Union who have participated in the negotiation of the review agreement; former Director of Human Resources of Osakidetza José María Armentia, already discontinued; the head of the IVAP Fulgencio Aledo; an opponent of Plastic and Reparative Surgery; and a member of the Cardiovascular Surgery Tribunal.

The Examining Court has also recognized two offices requested by LAB. On the one hand, Osakidetza will be asked for the minutes of the Paediatric Rating Tribunal of the hospitals. On the other hand, information on the disciplinary file opened shall be requested from the Head of the Paediatric Service of OSI Araba and, where appropriate, referred to the Court.

Furthermore, the Court has not yet decided whether the directors of Osakidetza will be cited as being investigated by the Criminal Chamber. According to LAB, these people were in charge of "creating the best conditions" for the leaks to occur and, if there were complaints, "silenced them and hid them". The union includes Jon Darpón, María Jesús Múgica, Juan Carlos Soto, Andoni Arcelay, Xabier Balerdi and Miriam Aparicio.
