Chronicle from the heart of the 'Operation Caracol' of the Basque Tsunami
  • 12 November: The Caracol Operation of the Basque Tsunami, which will begin on the AP-8 toll in Oiartzun, is scheduled at 18:00. The call has been made public a few hours earlier, and in a short time the citizens have made public appointments spontaneously village to town to come together to the appointment. In Vitoria-Gasteiz, about 25 people have met at the Amaia Center at 16:00 and on the way they have met the people of the Llanada.

When we arrived at Hernani we began to see vehicles at a speed of 60 kilometers per hour and with clear positions on, which are growing as we move forward. The symbols of the Catalan Countries and the Basque Country are used by vehicles circulating in the area.

We have reached the Oiartzun toll in 20 minutes for six in the afternoon. On the other side of the toll there are about 20-30 cars standing. A “black” van in a corner and several journalists take pictures from one side to the other. The cameras of TV3 and La Sexta are also present. We asked the first car that is standing what intentions there are and “we don’t know, because we’ve arrived before the hour we’ve thought to wait here and start moving at 18:00,” he replied.

In the absence of an official meat and bone organizer no one knows very well what to do, most behave according to what the previous car does. But people live the mismatch with humor and joy. In the moods, it was noted that there was a desire to do “something”, that the birth of the Basque Tsunami had hit the right key. The number of vehicles piled on one side and the other side of the toll increases over the next few minutes.

At snail speed

We've started to move slowly. The disobedient proposal of the tsunami is to travel the route to the border at a speed of 60 kilometres per hour, but the disobedience to the proposal has been spontaneously disobedished. Or obey: The action, which has been named Operation Caracol, is closer to the speed of vehicles than to snails 60 kilometres per hour. At regular intervals, vehicles run at a maximum speed of 10 or 20 kilometres per hour, which is completely slow.

Spontaneous disobedience to the disobedient proposal and halting the march

Compact caravans have not been created in our environment: the motorway is occupied by dispersed groups of five or ten vehicles. Now at 50 meters, now separated from each other at 100; now with the horn we touch the in-de-pen-den-tz-bat, now mute; now we leave the car and enjoy the phantom image of the highway, now we go back to the car and we do a few meters.

The networks inform us of the controls of the Ertzaintza, the identifications and some rough attitudes, but in our environment the presence is scarce and there is no tension. A van has brought us forward with difficulty, while the Ertzaintza on foot orders them to move forward. People let it happen, rather than move forward. On the contrary, several vans have passed with the lights on and at high speed. Towards the end we've seen the ertzaina that records the cars. Some suspect that the images will be used by the Interior Department to identify the vehicle license plates and then send them to their homes with fines or notifications. In short, the Basque Government has made it clear to him that the “economic” freedoms of “goods” are more worthy of responsibility than the rights of people and peoples imprisoned.

Tirri, we approach the border. Two hours have been used to travel the 12 kilometres of the Oiartzun toll to the border (average 6 kilometres per hour). Asking the driver from the following car: “What’s the plan?”; “We don’t know, from the Tsunami account it is said that the Ertzaintza is stopping cars at the border. They recommend removing the symbols before they arrive, turning off the position lights and giving a version of what has been trapped in the jam to avoid fines.” But by the time we arrive there is no control, not even the possibility of reaching the border. A few meters before the border, the Ertzaintza has cut off the highway and diverts all the traffic to the road leading to Bera.

If we have moved for two hours on clear roads, now all corners are full of cars and trucks. The chaos is great because of congestion and it seems that the Ertzaintza device, rather than appeasing, has increased the disorder.

The road below the freeway is loaded with trucks.

After several laps we have managed to cross the border on the freeway. The entrance to Lapurdi has been occupied by CRS vans that do not allow anyone to stay in it. We have tried again to access the highway for the return to Vitoria-Gasteiz, but the police have cut off access to the Gaintxurizketa area. So far the kilometres have been filled with traffic. The chaos continues on the border roads at 21:15 hours, when we left the area and took our way to Vitoria-Gasteiz.

Open with closed limit

“From solidarity to collaboration,” one tweet said on Tuesday night; “As in the village walls, from solidarity to commitment,” another said. Tuesday was a disobedient and highly effective and efficient initiative in management. It has been called and executed in a few hours. The Basque Government has made the assessments before and after the collapse, which lasted six hours and occupied the headlines of many media outlets. According to some sources, up to 15 kilometres of withholding tax has been recorded and hundreds of vehicles involved in the accident have been counted. The Basque Tsunami has made a positive assessment, but it has also called on us to activate on our own initiative, without waiting for what comes from Catalonia. Since Catalonia, the Democratic Tsunami has left open the possibility of playing the Golden Ball: “This initiative opens a front for joint and combined actions. In the coming months, we will discuss the issue." One thing does not detract from the other, it is possible to organise own and coordinated initiatives with Catalonia.

Certain aspects of improvement have become apparent as normal, especially with regard to communication. But in the proposal it has been seen that there is desire, illusion and muscles. That is, of course, the most important thing. Time will tell you to take advantage of the opportunity it has opened in Behobia, the Basque people. If you at least want to make an attempt, December 18 is not a bad date to join the Tsunami of Catalonia, but organizing a separate act, since there is no Barcelona-Real Madrid party in the Basque Country that day.
