This provision was approved by the Government of Spain in 2020 to fight poverty, but there were already services of this kind in the autonomous communities – the Guaranteed Income in Navarra –; the BGE brought with it a minimum income in all the communities. The Autonomous Community of the Basque Country was the first to establish this type of aid in 1989, with the two communities in the Southern Basque Country being the most prosperous in the State.

According to Social Security data, between June 2020 and November 2022, 6,924 Navarre families received the Minimum Income and 5,813 families have been treated since the Government of Navarra took over the management of this benefit in November. This has given the government a social investment of EUR 7,915,194.31. As 2,500 new EPSV applications have already been received until January, annual expenditure is expected to be around EUR 50 million.

From EUR 491 to EUR 1,081

ZEC is defined as a subjective right of citizens. In other words, this is a benefit that applicants will receive when they meet the access requirements.

They are the following: effective and permanent legal residence in Spain in the last year; the host community unit has had to be established for at least the previous six months and will be in a situation of economic vulnerability. A total of EUR 491.63 per person and EUR 1,081.59 per family may be collected when the family unit consists of five or more persons, one of whom is a minor.

In addition, there are additional add-ons for the provision of cases of single-parent, disability or child care. They are entitled to a supplement for each minor member: EUR 100 per month for every child under 3 years, EUR 70 for every child under 3 to 6 years and EUR 50 for every child under 6 to 18 years.

Guaranteed income 13,110 families

In December 2022, 13,000 families received guaranteed income in Navarre, 5.7% less than in December 2021 (13,913 families). In Pandemia, income-earning families increased in April 2020: 15,006. It is noted that current data are better than then, but it is also observed that data from 2022 are worse than those from 2019 pre-pandemic, as currently nearly 1,000 more families receive guaranteed income.

The guaranteed income amounts currently in Navarra (amounts 2022) are the family unit of one member, EUR 658; two members, EUR 888; three members, EUR 1,053; four members, EUR 1,152; five members, EUR 1,250; and six members or more, EUR 1,316. These are the subsidies that can be most received in Navarre from the minimum income against poverty. For example, a person receiving Minimum Housing Income will receive €491 from it and will be supplemented up to €658 from Guaranteed Income.

Information bus in Berriozar

This Thursday arrived in Berriozar the bus that the Spanish Government’s Ministry of Inclusion, Security and Migration launched in October and will also be present on Friday. Last Thursday, they received the Minister of Social Rights of the Government of Navarra, Mª Carmen Maeztu, the representative of the Government of Navarra, José Luis Arasti, the Mayor of Berriozar, Raúl Maiza, and the Minister of Social Rights, Andrés Carbonero. According to Advisor Maeztu, “the PSE is a very powerful tool for social protection and cohesion” and with this transfer will continue to “improve the effectiveness of management”.
